Log Downloads

Description
Using the logging system, we should create a File Setting that lets admins choose if downloads are logged or not. This way a user that uploads a file for an item can see who's downloaded it.

This new feature is called "Log Downloads" and it's accessible in the Settings for the Plugin: File, on the Plugins page in the admin section.
