Create accounts without Email Addresses

Description
When a user is creating a new account(for themselves or for others), the user may not have a valid email(for a child, etc.), we should have a checkbox next to the email input box that says "This person has no Email". Then, during account creation, the system will assign the email: [user.first_name].[user.last_name]@noemailaddress.com, or something. Also, we should have a flag that specifies if this email is real or not, so the @noemailaddress.com address doesn't show up anywhere.

For now, we're just going to add a message during registration of a different user that says to make up an email address.
